Presentation of the Scientific Service

The Scientific Service of the Consulate General of France in Toronto aims to support scientific and university collaboration between France and Canada, in the provinces of Ontario and Manitoba. The scientific service supports and participates in the programming of missions between the two countries, establishes links for joint research purposes and informs partners when there are funding opportunities from the Embassy.

Any request for support or collaboration should be widely anticipated. The programming of the cultural service is established at the end of the calendar year and until November 15, for actions and projects taking place the following year.

The Scientific Service supports events dedicated to popularization of science, in particular at the occasion of the Fête de la Science, a high point of the year during which events take place across Canada to connect scientists with the public.

The Scientific Service also has a role in the university field with the support for the organization of student mobility exchanges, as well as the creation of double degrees, and with the assistance provided to students to process their application on the Etudes en France platform.

The Service works in close collaboration with the Scientific Service of the French Embassy in Ottawa, to which it belongs.

International mobility is growing steadily. The number of international students has doubled since 2000 and it could reach 9 million by 2025. As the world’s 6th largest host country, France aims to welcome 500 000 international students by 2027 through an ambitious strategy called Bienvenue en France.

This university cooperation is carried out mainly through the Campus France platform, which promotes international mobility and maintains privileged relations between Canadian and French universities. It is on this platform that students can start the process to go to France, with information on the various studies and training offered to all French and international students, as well as a list of available financial and academic scholarships.

Our mission:

The Science and Technology Project Officer contributes to encouraging research partnerships between France and Canada and to promoting the completion of new projects or consolidating existing relationships between research institutions present in Manitoba and Ontario and those in France. Through her missions, she works to define the sectors subject to strong interest on both sides of the Atlantic as well as the major issues in the provinces in which she operates. The objective of this is to better identify the collaborative needs of the interlocutors in order to generate appropriate support for local actors in the scientific and technological fields.

She participates in the organization of delegations of scientists or actors in the scientific sector departing from Canada to France or from France to Canada; she co-organizes science popularization events with local actors on dedicated occasions (e.g. Science Festival); she develops monitoring work for the benefit of coordinated support for Franco-Canadian collaboration.

The Campus France Officer is responsible for validating all the applications received on the platform and providing support to students. She also collaborates with universities to promote French institutions and create new partnerships between France and Canada.

Funding opportunities

  • France Canada Fund for Research (FCFR)

The France Canada Research Fund (FCFR) is an instrument of Franco-Canadian cooperation that aims to develop scientific relations between France and Canada and to enable researchers to develop privileged relations.

Created in 2000 following an agreement signed between the Embassy of France in Canada and the University of Ottawa, the FCFR had gathered by 2021 a consortium of 20 Canadian universities recognized for their excellence in research.

In France, the participation of the Ministry for Higher Education and Research as a historical partner, ensures the eligibility of all universities, centers and research institutes present on French territory. The fund operates through an annual funding opportunity calls open to all research fields. However, the themes are in line with the strategic priorities between Canada and France.

Around 20 grants are awarded each year to support new Franco-Canadian collaboration projects following a bilateral peer review. Announcements are posted on our site in the news.

  • Mourou-Strickland

In February 2018, the cultural and scientific services of the French Embassy in Canada launched the Mourou-Strickland mobility program, a program to support the mobility of researchers in France and Canada (outside of Quebec). Canadian or French researchers are eligible:

-  attached to a laboratory or department of a university
-  or attached to a Canadian or French research center
